Position Overview
The Program Manager role operates within a major transformation program focused on establishing whole of government ICT capability. This role will lead the establishment, mobilisation, planning and delivery of the Whole of Government ERP Program however this process may be used to fill multiple roles. The Program relies on a multi-partner approach including program assurance, design and implementation partners and digital platform providers. The position requires program management and delivery leadership, as well as exceptional organisational skills, self-motivation skills and attention to detail. The applicant must have experience in leading complex Government transformations with ICT. In addition, applicants must have highly developed communication and engagement skills. Reporting to the Executive Branch Manager, Major Programs, the Program Manager will be responsible for the day-to-day operations of the program. The Program Manager is responsible for implementing program plans, all associated artefacts, and frameworks. The Program Manager is responsible for managing resources, and program delivery, including reporting on projects, risks, issues, schedule and benefits for the overall program.
What You Will Do
• Lead Program Delivery: Lead the establishment, planning, mobilisation, delivery and closure of complex programs, ensuring achievement of approved outcomes, benefits, scope, schedule, budget, quality and performance objectives in alignment with government priorities and strategic objectives.
• Establish and Maintain Program Governance: Design, implement and maintain integrated program governance, reporting, assurance and control frameworks in partnership with the Senior Responsible Owner and Executive Branch Manager, providing high-quality advice, decision support, escalation management and performance reporting to executive governance bodies and stakeholders.
• Drive Strategic Transformation and Program Outcomes: Lead and coordinate the delivery of organisational, business, policy, service and technology transformation initiatives, ensuring integrated planning and implementation that achieves intended outcomes, benefits and long-term strategic objectives.
• Program Planning and Delivery Management: Develop, manage and oversee integrated program plans, schedules, resources, budgets, dependencies and delivery activities across multiple projects and workstreams, ensuring successful program implementation and continuous monitoring of performance.
• Manage Strategic Stakeholder Relationships: Build and maintain productive and influential relationships with Ministers, senior executives, government agencies, delivery partners, industry representatives and other stakeholders to secure commitment, resolve complex issues and achieve shared program outcomes.
• Procurement and Commercial Management: Lead or oversee procurement, contract and commercial management activities, ensuring compliance with legislative and government requirements, achievement of value for money and effective management of supplier and partner performance.
• Risk, Assurance and Financial Management: Ensure effective management of program risks, issues, assumptions, dependencies, financial performance, resources and quality through robust assurance, monitoring and control processes, including the coordination of independent reviews and audits where required.
• Change Management and Benefits Realisation: Lead the development and implementation of change management, communication, engagement, business readiness and benefits realisation strategies to support successful adoption of program outcomes and delivery of sustainable organisational benefits.
• Lead and Develop High-Performing Teams: Lead, develop and support multidisciplinary teams and delivery partners, fostering a collaborative, inclusive and high-performance culture that promotes accountability, innovation, capability development and achievement of program objectives.
• Strategic Advice and Executive Support: Provide authoritative advice on complex and sensitive matters and oversee the preparation of high-quality business cases, briefing materials, governance papers, reports, correspondence and other executive documentation.
• Quality, Compliance and Continuous Improvement: Ensure compliance with relevant legislation, policies, frameworks and standards while promoting continuous improvement through performance evaluation, lessons learned and the application of contemporary program management practices.
• Exercise Independent Leadership and Decision-Making: Exercise a high degree of autonomy, judgement and strategic leadership to resolve complex issues, manage competing priorities and deliver outcomes in a dynamic and politically sensitive environment. You Require: The following capabilities form the selection criteria that are required to perform the duties and responsibilities of the position.
Professional / Technical Skills and Knowledge
• Proven experience delivering government transformations with ICT using Program/Project Management methodologies. An understanding of the Managing Successful Programmes methodology would be highly regarded.
• Extensive expertise delivering high value projects/programs with complex, and sometimes competing objectives.
• Proven high-level leadership and management experience and effective management of a diverse workforce to deliver agreed outcomes in a changing environment.
• Highly developed skills in planning, leading and co-ordinating activities to manage and implement a program from initiation to final transition into operational, business-as-usual management.
• The ability to understand client requirements, collect data, deliver analysis and problem resolution. Identify, evaluate, and recommend options. Collaborate with, and facilitate stakeholder groups, as part of formal or informal forums.
• Demonstrated ability to deliver high-quality outputs under tight timeframes. Plan, schedule, monitor and report on program-related activities.
• Demonstrated high-quality written and oral communication skills, including effective representation skills and strong attention to detail.
- Self-management, demonstrating the ability to deliver agreed outcomes by taking initiative, managing resources, and setting clear direction and guidance.
- Ability to establish and maintain effective and diverse strategic business partnerships, including with stakeholders, through collaboration, engagement, responsiveness, and influence.

Compliance Requirements / Qualifications
• 1. 10+ years’ experience with complex IT and/or business transformation programs in Government.
2. Experience delivering an Enterprise Resource Planning (ERP) Program for a government organisation.
• Program and Project Management accreditation or qualification.
