Senior Risk Officer

Are you an experienced risk professional looking to make a meaningful impact in local government? The City of Ballarat is seeking a highly skilled Senior Risk Officer to lead and strengthen our organisation’s risk, insurance, audit and assurance functions.
About The Role
As the Senior Risk Officer, you will play a key leadership role supporting the effective management of Council’s risk and insurance portfolio. You’ll provide strategic advice across the organisation, oversee internal audit processes, manage insurance and liability matters, and contribute to strengthening our risk framework.
Working closely with the Coordinator Risk, Governance and Compliance, you will also lead a small team and foster a collaborative, high-performing environment.
Key Responsibilities
- Lead and oversee Council’s risk, insurance, audit and assurance programs
- Manage internal audits, including planning, monitoring actions and reporting progress
- Oversee insurance claims, liability matters, and legal processes, including liaison with insurers and legal representatives
- Develop and maintain the risk management system, ensuring data accuracy and meaningful reporting
- Provide expert advice, training and guidance to staff on risk, audit, insurance and compliance matters
- Contribute to business continuity and fraud risk programs
- Prepare high-quality reports for the Audit and Risk Committee, Executive and Council
- Lead and support a team, encouraging collaboration and continuous improvement
About You
You are a proactive and analytical professional with strong leadership capability and a passion for governance and risk management. You bring:
- Extensive experience in risk, audit, assurance, insurance, compliance or legal environments (local government preferred)
- Strong knowledge of risk management frameworks, legislation and investigative processes
- Excellent written and communication skills, with the ability to influence stakeholders at all levels
- Proven ability to analyse complex issues and provide strategic advice
- Experience leading and mentoring staff and managing competing priorities
- Relevant tertiary qualifications (or equivalent experience) in risk, audit, compliance, law or a related discipline
