Primary objective
Provide high level critical analysis, strategic advice and support in the development and implementation of policies and
legislation across the Public Guardian and Trustee (PGT) contributing to effective service delivery and promoting a culture
of integrity and accountability.
Context statement
The PGT provides essential services in the areas of adult guardianship, health care decision making, estate administration
and trust management as well as Will making and registration and storage services for Wills and Advance Personal Plans.
This role focuses on policy development and contributes to the development and implementation of legislation, providing
high-level advice and analysis to address emerging issues, and ensuring alignment with PGT’s strategic goals.
Key duties and responsibilities
1. Initiate and provide high-level policy advice regarding the delivery of services by the PGT
2. Undertake research, analysis and evaluation of a wide range of legislation-related issues, contemporary practice and
emerging trends in public guardianship that impact the Northern Territory (NT).
3. Participate in the development and implementation of legislation, policies, procedures, strategies and specific projects
which support the effective management of guardianship issues and national reforms.
4. Prepare high-level documentation including reports, discussion papers, submissions, briefings and correspondence.
5. Build and maintain collaborative relationships with a diverse range of stakeholders at local, Territory and national levels.
6. Maintain effective reporting systems in all areas of responsibility to ensure the timely identification and management of
risks and that service standards are consistently meeting needs and expectations of clients and stakeholders.
7. Follow defined service quality standards, workplace health and safety policies and procedures relating to the work being
undertaken to ensure high quality, safe services and workplaces.
Selection criteria
Essential
1. Sound knowledge and understanding of current trends, principles, practices and issues relevant to adult guardianship or
demonstrated ability to develop and gain this expertise.
2. Advanced skills in strategic analysis, research and high level report writing to develop and communicate well founded
policy advice.
3. Demonstrated ability to develop and manage complex, sensitive projects effectively and meet strict deadlines.
4. Excellent communication skills, with proven capability to work effectively with people from diverse backgrounds.
5. Experience in preparing high level correspondence and reports including Ministerial briefs and publications for varied
stakeholder groups.
6. Proven experience in strategic planning, system/program evaluation and quality improvement methodologies.
7. Strong interpersonal skills with demonstrated experience in liaison, negotiation and consultation.
8. Ability to design, implement and evaluate initiatives, applying strategic and creative thinking to analyse and resolve
complex issues.
Desirable
1. Tertiary qualifications in a related discipline such as Law, Public Administration, Social or Behavioural Sciences or similar.
