About the role

We are seeking an experienced Organisational Development Advisor to support a major Human Capital Management System (HCMS) transformation program within a large government environment.

This role will play a key part in supporting organisational design, workforce transition, service delivery improvements and change initiatives associated with the implementation of a modern SAP SuccessFactors-based human capital management solution.

The successful candidate will provide expertise across organisational development, workforce capability, stakeholder engagement and change management to support the design and delivery of future-state operating models.

Contract details

Location: Brisbane CBD (on-site requirements apply)

Start date: 24 August 2026

Contract duration: Until 20 August 2027, with a possible 12-month extension subject to funding and business requirements

Key responsibilities

  • Undertake current-state operating model, service delivery assessments and organisational diagnostics.
  • Support the design of future-state operating models, including organisational structures, role design and workforce modelling.
  • Develop workforce capability frameworks, undertake capability gap assessments and provide recommendations.
  • Conduct workforce impact analysis and support workforce transition and change management planning.
  • Engage with key stakeholders, including executives, business leaders, subject matter experts and change management teams.
  • Support operational leaders with workforce transition planning to maintain service continuity.
  • Develop organisational design artefacts, including structural design options and operating model documentation.
  • Work collaboratively with Human Resources and Employee Relations teams regarding workforce consultation and transition requirements.

Highly desirable criteria

  • Significant experience delivering organisational development and organisational design initiatives.
  • Experience supporting large-scale transformation programs, particularly within complex government or enterprise environments.
  • Strong capability in workforce modelling, capability frameworks and change management.
  • Experience facilitating workshops and engaging with senior stakeholders.
  • Ability to analyse organisational data, including workforce insights, surveys and performance metrics, to identify trends and improvement opportunities.

Desirable criteria

  • Experience supporting digital transformation programs or Human Capital Management System implementations.
  • Exposure to SAP SuccessFactors or similar enterprise HR technology platforms.
  • Experience working within public sector environments.
  • Understanding of workforce transition, industrial relations and employee consultation processes.

Skills and experience

The successful candidate will demonstrate:

  • Proven experience in organisational development, organisational design or related disciplines.
  • Strong analytical skills with the ability to translate data and insights into practical recommendations.
  • Excellent stakeholder engagement, communication and influencing skills.
  • Ability to build trusted relationships with executives, managers and employees.
  • Strong written and verbal communication skills with experience developing high-quality documentation.
  • Strategic and operational thinking capabilities with the ability to support complex change initiatives.
  • A relevant Organisational Psychology qualification, certification or significant professional experience in organisational development and design.
