About the Role

Reporting to the Team Leader of Culture and Talent Management, this permanent part-time position is based at the Rosebud Office, with flexibility to work across multiple Council sites.

As the Learning and Development Lead, you will drive the design, delivery and continuous improvement of Council’s learning and capability agenda. You will play a key role in building a contemporary, future-focused learning culture that strengthens leadership capability, supports organisational priorities and enhances employee development outcomes.

Core Responsibilities

• A clear, future-focused learning and capability strategy - Develop a strategy that aligns workforce capability with Council’s strategic and service delivery priorities, and identifies high-quality learning initiatives that are contemporary, inclusive, accessible and aligned to organisational values, culture and workforce priorities.
• Facilitate learning and development programs to drive improved leadership capability- Facilitate and deliver programs for improved leadership capability, workforce readiness and employee development outcomes through targeted learning and development programs.
• Continuous learning culture is embedded- A strong culture of continuous learning where development opportunities are relevant, valued and embedded across the organisation. Reliable use of data, feedback and evaluation to assess learning impact, inform decision-making and drive continuous improvement.
• Strong partnerships and co-design lead the way - Strong partnerships with leaders and stakeholders across Council to identify capability needs and co-design practical, evidence-based solutions.

About You

You are a collaborative and strategic learning professional who thrives in a complex, fast-paced environment and is passionate about building capability and supporting a culture of continuous learning.

To be successful, you will bring

• Relevant qualifications (e.g. Certificate IV in Training & Assessment or tertiary qualifications in education, organisational development or related field) or equivalent experience.
• Demonstrated experience designing and delivering contemporary learning strategies and programs aligned to organisational goals
• Strong stakeholder engagement skills, with the ability to influence and build trusted relationships
• Expertise in adult learning principles and blended learning approaches across diverse audiences
• Analytical capability to measure learning impact and drive evidence-based improvements.
