The opportunity

The Senior EPMO Partner plays a pivotal role in shaping and delivering Council's project portfolio and Capital Works Program. Partnering with project sponsors, service managers and infrastructure teams, this role helps identify, prioritise and assess projects that align with Council's strategic objectives and community needs. Equally important, the role champions Council's project management framework and portfolio management system, driving consistent project practices, improving project visibility and helping teams realise the benefits of a mature enterprise project management approach. This is a an autonomous leadership role suited to an experienced project, PMO or portfolio professional with a strong understanding of infrastructure projects and stakeholder engagement.

What You’ll Do

  • Lead the development, assessment and coordination of Council's four-year Capital Works Program, ensuring projects are strategically aligned and deliver community value.
  • Partner with project sponsors, service managers and business units to develop business cases, project briefs and prioritised project pipelines across infrastructure and community services.
  • Champion the adoption and continuous improvement of Council's project portfolio management framework, processes and systems, supporting teams to use them effectively.
  • Provide expert advice on project governance, project readiness, assurance, reporting, risk management and portfolio decision-making.
  • Drive organisational project management maturity by coaching stakeholders, promoting best practice and demonstrating the value of consistent project delivery processes.

What You Need To Succeed

  • Minimum 3+ years' experience in project management, PMO, EPMO, portfolio management or capital works program delivery, ideally within local government, infrastructure or a complex organisation.
  • Strong understanding of infrastructure projects, including civil, building or community infrastructure works, with the ability to engage effectively with project sponsors and technical stakeholders.
  • Demonstrated experience developing business cases, assessing project proposals, prioritising investments and supporting governance frameworks.
  • Exceptional stakeholder engagement, influencing and change management skills, with the ability to champion new processes, systems and ways of working across diverse teams.
  • Qualifications in Project Management are desirable; however, candidates with Engineering or related technical qualifications and proven project management experience will also be highly regarded.
