The Role

An excellent permanent opportunity available for the position The Manager Corporate Strategy and Planning. The role leads the development of integrated planning frameworks that align organisational priorities with effective delivery. Acting as a strategic planning expert, the role drives business planning, strategy implementation, and performance reporting. Working closely with the Executive Leadership Team and key stakeholders, it identifies emerging risks and opportunities to inform strategic direction. The position also oversees the Research function, ensuring evidence-based insights, strong governance, and alignment with organisational goals to support informed decision-making and impactful outcomes.

Functional Accountabilities

  • Develop and implement a best practice strategic planning cycle to produce FRV's long-term strategy and support the Director in delivering supporting strategic plans by working collaboratively with the Executive Leadership Team (ELT), incorporating input from SMEs and other stakeholders, and ensuring alignment with Government expectations and anticipating the emerging needs of a complex and dynamically changing emergency management (EM) sector.
  • Develop and manage an integrated business planning culture, incorporating appropriate support, challenge and analysis, with clearly defined accountability for the delivery of annual business plans and oversee processes to ensure consistency and alignment of directorate and departmental business planning with FRV's long-term strategy, financial plan and, strategic risk management framework to deliver organisational priorities each year.
  • Provide oversight of FRV’s research function and support the Manager Research to deliver initiatives to enhance FRV’s capability and capacity to undertake priority research initiatives and leverage existing and emerging research to inform FRV’s strategic priorities.
  • Manage the design and production of accurate and high quality consolidated strategy performance and progress reporting to required time frames, and ensure the provision of reliable and meaningful information about the implementation of FRV's strategic and business plans, Fire Services Reform initiatives, the Minister's Statement of Expectations and related performance indicators to the ELT, EMV, the Government (including Government departments) and other key stakeholders.

The Team

The Strategic Services Directorate is a multifaceted unit dedicated to driving organisational excellence and resilience. It encompasses various functions essential for the sustainable and effective operation of a contemporary fire and rescue service.

Business planning lays the foundation for future initiatives, while the organisational performance, monitoring and reporting function ensures alignment with strategic objectives.

The directorate's strategic planning function shapes long-term goals, supported by the Project Management Office which supports project execution and delivery.

Business intelligence and GIS provide critical data insights and geospatial analysis, enhancing decision-making processes.

Business Assurance, which includes an enterprise risk management, focuses on identifying and mitigating risks, safeguarding the organisation's interests.

Internal Audit function conducts thorough evaluations to uphold integrity and compliance.

Business Continuity planning ensures preparedness for unforeseen disruptions and crises.

Committee Governance oversees the strategic oversight and direction of various committees, while Service Planning and Accreditation prepares the organisation to respond effectively to service demand and community risk.

Together, these functions create a robust framework for organisational success and resilience.

What you will need to Succeed

To be successful in this position, you will have:

  • Relevant tertiary qualifications in a discipline requiring analytical and strategic skills or equivalent.
  • Postgraduate qualification in a business-related discipline with a focus on research and analysis highly regarded.
  • Project management, change management and consulting skills and/or relevant qualifications.
  • Demonstrated capacity to function and interact strategically and to communicate with influence at executive level to gain acceptance of recommendations.
  • Demonstrated high level conceptual, analytical and problem-solving skills for a broad range of complex issues with a capacity lo drive change through the organisation.
  • Demonstrated experience in working as a facilitator and an internal/external consultant with proven ability to convene inter-agency groups, represent the organisation at senior forums, and develop reports, presentation packages, briefing notes and agendas for diverse audiences
