The Role

The CPLCO is a strategic leadership role and arrives as SCCWA turns its attention toward consumer-centred transformation - a new operating model, a new approach to workforce planning and a deeper connection between how the organisation operates and the extraordinary outcomes it exists to deliver.

The CPLCO will join a high-performing Executive Leadership Team reporting directly to the CEO and partnering closely with a newly appointed Chief Transformation Officer as SCCWA redesigns its operating model around the consumer. The immediate priorities are significant and include sponsoring the implementation of a new HRIS, embedding a performance culture across the workforce and shaping the next chapter of SCCWA's people strategy.

Key Priorities

Dayforce HRIS Implementation

  • Sponsor and drive the Dayforce implementation, replacing six legacy systems across HR and rostering.
  • Ensure the system is configured to support compliance, performance, and workforce planning outcomes from day one.

People Strategy

  • Shape and deliver the 2026-2027 People Strategy, building on established foundations and aligning people priorities to SCCWA's consumer-centric strategic direction.
  • Lead the development of the next People Strategy from 2028, in step with the organisation's broader strategic refresh.
  • Partner closely with the Chief Transformation Officer on operating model redesign, organisational design and workforce planning reform.

Culture and Performance

  • Build on a strong engagement foundation and drive the next phase of cultural shift, from compliance-focused to consumer value led.
  • Embed the Performance Framework giving operational leaders the tools and confidence to lead performance, not just manage it.
  • Champion psychological safety as a driver of performance: candour, accountability and transparency.

Leadership and Capability

  • Invest in SCCWA's leaders connecting daily work to the transformation story and the organisation's direction.
  • Continue and complete the Extraordinary Leadership Program and embed its principles into how the organisation develops and promotes talent.
  • Build change capability across the Senior Leadership Team.

Workforce Planning and Operations

  • Lead workforce planning reform including rostering and recruitment with an eye to AI-enabled optimisation.
  • Oversee a stable and capable team spanning people operations, WHS, learning and development and payroll.
  • Commission a new residential aged care site including all people and workforce requirements.

About You

Executive experience is required for this role. The successful candidate will bring the technical credibility of an executive people and culture leader who has demonstrated delivery in a complex organisation, ideally in a commercial sector where people strategy has been used as a genuine lever for business performance, not just a support function.

You will bring:

  • Executive-level people and culture leadership with a track record of operating as a genuine peer on a senior leadership team.
  • Experience sponsoring or delivering a major HRIS implementation demonstrating you understand what is at stake and how to hold it together.
  • A commercial sector background where people strategy has been connected to business performance and consumer outcomes.
  • The capability to partner with a Chief Transformation Officer as a co-designer on operating model redesign and organisational design.
  • Board-level presence - the ability to write papers, present clearly and lean in to conversations with directors.
  • A leadership style that flexes across a diverse, multilingual, frontline workforce and an executive team in equal measure.
  • Genuine motivation for for-purpose, community-oriented work. The aged care sector is navigating intense reform and the CPLCO must be energised by that, not deterred.
  • WA-based or a clear willingness to relocate. Given the immediacy of the Dayforce implementation, presence from the outset is essential.
