Shutdown Engineer – E&I (Automation, Instrumentation & Control)

Location: Perth, Western Australia (WA)

Contract Duration: 18-Month Fixed-Term Contract

2. Position Summary

The E&I Shutdown Engineer will play a key role in delivering high-priority planned outages, turnarounds, and major facility maintenance shutdowns across water and process infrastructure assets in Western Australia.

Based in Perth, this role is responsible for the end-to-end electrical, instrumentation, automation, and control scope—from initial work pack development and vendor alignment to on-site execution supervision, cold/hot commissioning, and seamless asset handover.

3. Key Responsibilities

Shutdown Planning & Work Pack Preparation

  • Scope Definition: Scope out electrical, control, automation, and field instrumentation work packages for scheduled plant shutdowns.
  • Work Pack Development: Build comprehensive Job Safety Environmental Analyses (JSEAs), safe work procedures, isolation plans (LOTO), and technical execution execution files.
  • Procurement & Vendor Management: Identify long-lead instrumentation, replacement hardware, switchgear components, and specialized contractor resources needed for execution.
  • Risk Assessment: Conduct pre-shutdown risk reviews, HazOps, and technical impact assessments to minimize unintended downtime during execution.

Execution & On-Site Management

  • Field Execution Lead: Supervise E&I teams and external subcontractors on-site during shutdown windows to ensure strict compliance with quality, schedule, and safety standards.
  • Automation & Control Integration: Oversee logic modifications, loop checks, and I/O testing across Programmable Logic Controllers (PLCs), Supervisory Control and Data Acquisition (SCADA), and Distributed Control Systems (DCS).
  • Instrumentation Calibration & Replacement: Coordinate the overhaul, replacement, and calibration of critical field instruments (flowmeters, pressure transmitters, analytical sensors, control valves).
  • Isolation & Permit Management: Ensure rigorous permit-to-work (PTW) procedures, electrical isolation, and high-voltage/low-voltage safety compliance on site.

Commissioning & Handover

  • Dry & Wet Commissioning: Lead pre-commissioning checks, point-to-point wiring validation, trip testing, and integrated functional testing prior to plant re-energization.
  • Ramp-Up Support: Provide on-call engineering support during plant restart to troubleshoot automation glitches or instrument calibration drift.
  • Post-Shutdown Reporting: Conduct post-turnaround debriefs, compile as-built documentation, update electrical schematics, and recommend continuous improvements for future maintenance cycles.

4. Qualifications & Requirements

Education & Professional Credentials

  • Degree: Bachelor's Degree in Electrical Engineering, Control Systems Engineering, Automation, or Mechatronics (or equivalent tertiary qualifications).
  • Work Rights: Full unrestricted authority to work in Australia (Australian Citizen, Permanent Resident, or valid working visa holder).
  • Licensing (Preferred): WA Electrical License or eligibility for Engineers Australia membership (CPEng / MIEAust) is highly desirable.

Technical Skills & Experience

  • Industry Experience: Minimum 5+ years of experience in E&I engineering within water treatment, chemical processing, mining, or heavy process industries, with a proven track record in shutdown, turnaround, or outage management.
  • Automation Systems: Hands-on experience with industrial automation platforms (e.g., Schneider Electric, Rockwell Automation / Allen-Bradley, Siemens, or ABB).
  • Instrumentation & Control: Expertise in field instrumentation setup, control loops (PID tuning), control valve positioners, variable speed drives (VSDs), and safety instrumented systems (SIS).
  • Standards & Compliance: In-depth knowledge of Australian Electrical Standards (AS/NZS 3000 Wiring Rules, AS/NZS 60079 Hazardous Areas) and safe work practices.

  • Project & Time Management: Ability to drive strict timelines under high-pressure shutdown schedules.
  • Problem Solving: Rapid fault-finding and troubleshooting skills across both hardware and software/logic layers.
  • Stakeholder Management: Strong communication skills to effectively interface between operations, site technicians, and external vendor partners.
