Senior Business Analyst

Senior Business Analyst | Contract until July 2027 | Victorian Government

We're partnering with a Victorian Government organisation seeking an experienced Senior Business Analyst to support a major whole-of-government ICT transformation initiative.

This is not a traditional delivery-focused BA role. Instead, you'll play a key role in assessing the impact of a large-scale ICT Shared Services reform program, helping to shape the transition of technology services, people, processes and contracts into a new operating environment.

Working closely with the CIO, senior leaders and key stakeholders across Legal, Procurement, Finance and Technology, you'll be responsible for understanding current service delivery arrangements, identifying impacts and risks, and supporting transition planning activities.

Your new role

Key responsibilities:

• Conduct impact assessments across ICT services, teams and functions
• Identify roles and services impacted by the transition to a shared services model
• Analyse workforce implications and potential service delivery gaps
• Map current and future state services, responsibilities and operating models
• Support contract analysis and novation activities
• Engage with senior stakeholders across Technology, Legal, Procurement and Finance
• Identify risks, dependencies and compliance considerations
• Contribute to transition planning and transformation activities

About you

We're interested in speaking with Business Analysts who have experience in:

• Large-scale transformation or reform programs
• Workforce transition or organisational design exposure
• ICT operating model or organisational change initiatives
• Shared Services, service transition or centralisation programs
• Current and future state analysis
• Business impact and organisational impact assessments
• Target Operating Model (TOM) development
• Government, higher education or complex enterprise environments
• Strong stakeholder engagement at executive level

Highly regarded

• Victorian Government or broader public sector experience
• Procurement, vendor management or contract transition experience
• Change management or transformation project experience
